The text on BR11 mentions Count Nefaria heading to the Savage Land to "regain his powers." Is the intent of the Datafile that this is a version of Count Nefaria that's not at full strength? If so, what should his Datafile look like?

Cam said as much a couple of months ago when someone brought up how weak he is mechanically, compared to his Avengers-takedowns of the past.
