Very nice work!

IMO, Thor shouldn't be bullet-proof (he has to use his hammer to deflect attacks), so I would downgrade his durability. And shouldn't Hulk have D12 durability? He's pretty difficult to hurt, as I recall.

The Hulk is pretty Durable, but he also Regenerates. I would keep his Durability at D10, saving the D12s for those like Colossus (Juggernaut). The Hulk has been seen getting angry at conventional arms fire and missiles, meaning that they affected him on some level. Someone like the Juggernaut wouldnt even notice this.

As far as Thor's Durability, I would probably put Typical Asgardians at D8 and Thor (Hybrid Prince of Asgard) at a cool D10. If he needs to he can parry with Mjolnir and toss that D12 in the die pool which makes him a pretty tough customer. He can also stunt spinning Mjolnir to provide a protective shield against any incoming missile attack.

One thing that gets me is Hawkeye. I love Hawkeye, but I'm not too sure about Combat Master. With a Bow, absolutely, but I don't see him mixing it up with the likes of Cap, Iron Fist and Shang Chi without taking some lumps. I see Clint a cool Combat Expert using his SFXs to combine some D8s into the D10 simulating his expertise with the Bow. I know Cap has trained him and he is a great combatant, but I dunno...

This brings to mind a topic a friend and I were waxing on about the other day ... can you gain Specialties through the use of Gear/Items or other Power Traits? Stepping out of the Marvel Universe for a quick minute... the Green Lanterns have access to extremely vast stores of knowledge through the use of their power rings. Should they have "Cosmic Master" as a Specialty all the time? What happens when they are denied access to their rings, does their "Cosmic Master" Specialty go away? Or is that something that is role played away?

Same thing applies to Hawkeye and his bow. When he is denied its use, does his Combat Master go down to Combat Expert?

I do believe that is the case. Acrobatics seems to be an extension of superhuman reflexes, for example. If you took away Beast's or Spider-Man's powers, would they still be Olympic-level gymnasts? I would wager not.

If that's the case, maybe the Speciaties should be reflected as a Power Trait in the data file to show its connection.

I dealt with that in my Movie-Hulk build by letting him redirect physical stress into emotional stress for free - it's very difficult to harm Hulk, but it's easy to frustrate or anger him.

But at what point does he ever get emotionally stressed out and become unable to attack? Might need an SFX that lets him shift emotional stress to the Doom Pool or something, or a Void-like limit that turns him into Rampaging Hulk, a walking Doom Pool. Except it's not often that his anger doesn't get turned into attacks on his actual foes...

Moving the Hulk's Physical stress to Emotional stress and then moving that to the Doom Pool is an EXCELLENT idea for the Hulk. It simulates him raging out and causing chaos around him.

So he could have:

"Now you're making me angry!" - Spend 1PP to shift Physical Stress to Emotional Stress.

"Hulk is the Strongest One There Is!" - Spend 1PP to shift Emotional Stress to the Doom Pool, step up or double next "Hulk Out" action.

This might be expensive, basically 2 PP to move any Physical Stress into the Doom Pool and he gets a +1 or Double action to boot.
