Power sets or power traits? Below, you have only one power set. If you're looking for one or two power
traits look no further than sorcery. Just say it's elemental sorcery, and you're golden! I was going on having each element separate power traits to show that your character was stronger in one than another.

Master of the Four Elements
*Elemental Mastery D10 (Earth, Air, Fire and Water)
*Elemental Attack D10 (Earth, Air, Fire or Water Based)
*Superhuman Durability D10 (Elemental Shields)
*Transmutation D8 (Change the state of Matter)
*Enhanced Reflexes D8
*Enhanced Senses D8
*Elemental Movement (Flight, Swimming, Burrow) D6
SFX: Elemental Binding (Afflict) - Add a d6 and step up your effect die by +1 when inflicting Elemental complications on a target.
SFX: Elemental Shaping (Construct) - Add a d6 and step up your effect die by +1 when using Maser of the Four Elements to create assets.
SFX: Elemental Fury (Area Attack) - Add a d6 and keep an additional effect die for each additional target.
SFX: Elemental Immunity - Spend 1 PP to ignore stress, trauma, or complications from Earth, Air, Fire or Water attacks.
Limit: Mutant - Earn 1 PP when affected by mutant-specific
Milestones and tech.
Limit: Elemental Chaos - Change any Master of the Four Elements power into a complication and gain 1 PP. Activate an opportunity or remove the complication to recover the power.
Only thing missing is Multipower, but he has quite a few SFXs already and didnt want to be a glutton. Not sure about the Transmutation as he could probably do the states of matter changes through narratives + stunts.
That looks pretty good. However, multipower or versatile would be a good idea. I prefer versatile myself, but YMMV and all that.
