Herbert Thaddeus Spreck was always small for his age, and lacked many of the social skills necessary to negotiate his way out of hostile situations. This lead to him being beaten up, quite often, as a child and teenager. He stayed indoors mostly, gaining a Master's degree in Electrical Engineering eventually. After graduation he was headhunted by Oscorp to be part of an electrical experimentation team. After years of developing technology for Oscorp, he was eventually thrown out on the street when as the leader of his department he refused to skip important safety procedures during experiements, including skipping directly to human trials.

Once banished from Oscorp and his reputation was destroyed by Oscorp's PR wing, he could barely get by, practically reduced to working for Radioshack. Once on the street for a few months, the Power Broker approached Herbert, offering him a way to go against the "Big Guy" and level the playing field against those with Power. Once taken to the Power Exchange, he made a deal with the devil in effect, taking the power he was offered. His being is infused with electrical energy now, his body a living Dynamo of destruction. All of his natural functions have been enhanced by the extra current rushing through them, granting him superhuman abilities. Herbert doesn't like people with power, and he's willing to destroy those with power if the option presents itself. They should be above using their power to bully those without power, and he's going to provide the hammer to smash them back down on level with everybody else.

Neat, but I think the Milestones are a little too similar! Both of them relate to both emotion stress and use of powers. It sure looks like you could shut down all powers simultaneously as the bad guy is on his last legs, then pop him with a brick for 20xp.

If I were doing this, one track would have the power thing, the other the emotional stress line; it keeps them as separate but building narratives, and eliminates the 'combo' potential that's there now.

Just curious: is this character supposed to be a hero? I'm nt sure what his heroic motivation is if so.

I actually was thinking that the Milestones weren't quite right myself. How would you suggest reformatting them? I would like to keep the milestone which requires the creation of a d12 Asset because I'm going to use it as a teaching tool to help my players learn how to create Assets. Nothing better to get them to learn how to then giving them some XP to try it. How would you do it?

He was made for a friend of mine that was looking for a "Punisher" type with Superpowers.

He's more of an Anti-Hero then a Hero. He dislikes people on both sides of the fence, but is more willing to work with "Heros" because they don't take advantage of "Normals" and more likely to kill/maim villains because they hurt and bully the innocent.

His motivation is getting back at bullies - and almost all villains are bullies on some level. So are some heroes, so he'd be willing to go after them if they stepped over the line too.
