where do i find the rule son that?

An asset lasts as long as it makes sense for it to do so. So an "Ambush" asset probably only lasts for the first attack, but a "Magic Force Field" lasts until you drop the spell, or someone breaks it.

You only need to spend a Plot Point if you want the asset to last until the end of the NEXT action scene.

repeat (haa) where do i find the ruling on this?
to see the next star.

OM29, "You can render someone helpless with a complication that's stepped up beyond d12, which has much the same effect as being stressed out."

OM22, "Assets usually last until the end of the Scene."

OM29, "You can make an asset or complication last longer than a single roll or conflict by spending a Plot Point."

OM29, end of first paragraph:
You can render someone helpless with a complication that’s stepped up beyond d12, hich has much the same effect as being stressed out.

You are correct that an asset needs a PP to last for more than one action. In OM29 again:
You can make an asset or complication last longer than a single roll or conflict by spending a Plot Point. Write it down on an index card or sticky note and set it out in front of your datafile at the table.

In that case, translate "conflict" as "scene". I believe Cam has confirmed that assets last anywhere from 1 round up through the end of the scene, depending on the narrative. It would avoid some confusion to use "scene" instead of "conflict" in that sentence, if they ever do a reprint. Spending a PP makes it last until the end of the next scene, not just the current one.

Can Cam confirm this? I swore Assets only lasted more than one roll if you pay a PP?

I found the thread (or at least one of them) where Cam already confirmed it: http://margaretweis.com/mwp_forum/viewtopic.php?f=16&t=221&p=2719#p2719. His post is near the end, but it is a short thread anyway. I'd suggest reading the whole thread for the full context.

Assets last longer than a roll if the narrative makes it make sense, but never last longer than the scene they're in, unless you spend the PP. It's stunts and push dice that are once-only, with assets being somewhere between stunts and resources in terms of duration.
