When does d12 Doom = 1XP?

Page OM19 says that when the Watcher spends a d12 from the Doom Pool, all affected heroes get 1XP . Page OM108 says that all heroes in a scene get 1XP when the Watcher spends a d12.

Which one is correct?

OM108 says: "Everyone at the table earns 1 XP when the Watcher spends a d12 out of the doom pool for any reason"

I would take that to mean everyone. Seems a little counter-intuitive to me though.

I only make it the affected player. When I backlashed Invisible Woman's force dome for a d12 mental stress, I gave her an XP. But no one else. When I spent 2d12 to have the FF finish off the bad guys in a bank heist, they all got 2 XP each because they were all affected.

I believe this is the way it is supposed to work. I admit I don't have the book in front of me though, so I can't check that second page reference.

I run it as per the rules on OM19 - only the affected heroes get the XP unless it's 2d12 spent to end the scene in which case everyone in the scene gets 2XP. Hadn't even noticed the discrepency on OM108.
