The reason being that you can't use multiple stress dice against the mob or LST without burning a plot point, and those dice will always be on the low side, so you wouldn't want to spend the precious plot points to add a d4 or d6 to your dice pool anyway. This also has the happy accident of keeping mobs and LSTs around just a tad longer so they might actually do something besides buckle under the heroes attacks.
TBH that seems more like a highly strained reading than a happy accident.
If you're adding additional effect dice from a normal action, they need a PP either way. If you're doing so from an AA SFX, it's expressly stated that both mobs and LSTs "can be targeted" by them. (It doesn't directly say with the same
type of effect, but I'd rather not have to deal with a hero doing a five effect dice with an AA, and having to explain how they were somehow three types of stress and two different complications.) It would be most curious if a group of speciality characters could be multiply stressed out by an AA, and yet a mob could not.
