Turning reaction into an Effect question.

I read up on both PP and DD usage of the feature, but a friend was wondering, do we need to be successful in the reaction to pull it off, or is it like Counter-attack and you can do it as long as the reaction roll happens?

Sample; My npc failed reaction but I spent d6 from doom pool to apply a complication.


Edit:
Also, how does one work out a 'stress out' with complications vs large-scale or mob enemies? Does it knock off a die and then disappear?

1. The standard use of reaction effects is that you can spend the PP to use that effect die only if your reaction total beat the action total. SFX can change that.
2. You have effectively "stressed out" some of the mob or a section of the large-scale threat and can remove the die. If the mob or large-scale threat really wanted to, they could try to eliminate the complication, but they probably won't, choosing instead to focus on the heroes.
