Now I am confused...

on page 28 it mentions heroes like wolverine and Luke cage can allow recovery during action scenes...

The only recover power Luke has is second wind...which in reading second wind I thought it happened without costing an action...It happens with another action.

But then at the end it says use of these powers takes an action...

Am I over-thinking that?

Second wind is done as part of an action, just like says on the tin. The "it takes an action" is for Wolverine's healing power.
