Would I buy this if it came out? Of course I would!
That said, I don't really see a huge need for this kind of book.
Each Event book will have tips and setting info for running games in the Marvel U at the time of that event. So you grab Civil War and you'll be good to go.
On top of that, there are a TON of Wiki and Marvel website options out there that can make your life easier.
If that's not enough...try finding some of the sourcebooks for the other Marvel RPG's. You might be able to find some of them used/cheap. I know the Marvel Saga edition had an Atlas book.
Just some ideas that might help get your creative juices flowing.

Really, MHR is flexible to allow the above two options - or even another option entirely! - to work together.
