Because, from my understanding of the character, the Winged Feet occured from the half of Namor that is a mutant and not the half that is Atlantian.
He's all mutant, I suppose, unless you mean one of his parents was a mutant. And it's a pretty strange mutation, considering it seems to occur whenever an Atlantean and a regular person from the surface have kids (e.g., Namora).
Also, when has Namor been at Enhanced Strength rather than at least Superhuman? From his very first appearance, he's been able to do things like wreck elevated trains, throw cars around, etc. Enhanced seems more like what you'd give a run of the mill Atlantean soldier.
Unless Marvel has once again changed continuity (I wouldn't totally put it past them) it is my understanding that Namor, while having associated with the X-Men lately, is the product of an Atlantian and a human. That being stated, I'm pretty sure that Atlantians in the Marvel universe are indeed their own race and NOT mutants. So, the general understanding is that the mutant gene would come from the human parent in addition to the racial traits he received from the Atlantian parent.
