Please Clarify "Combine 2 Equal Dice into 1 Die +1 Step"

Ok, I understand the mechanic, but the question is how many times can this be done in an action?

SFX: Chi Focus. In a pool including a Heart of Shou-Lao die, replace two dice of equal steps with one die of +1 step.

Looking at Iron Fist he could put together a die pool of D8 solo, D8 young dragon, D8 enhanced strength, D8 for doubled Iron fist and d10 for combat master.

Thats D10+4D8, so using Chi Focus could Danny make a 3D10 pool, or would he only be able to make a 2D10+2D8 (I say only as "only" since thats a good pool)?

You can use any SFX only once. So, only take two dice of the same size and replace them with a die one step larger. Not multiple uses of the SFX on the same pool.

Cam, a question about using SFX only once --

Let's say I want to blast three people with an Energy Blast d10 and I have SFX: Area Attack. I roll an extra 2d6 and keep an extra effect die. So far so good.

Instead of blasting them, though, I want to spray them with glue. I have Glue Gun d10 with Area Attack, and I also have SFX: Afflict. If I shoot one guy, I add d6 and step up the effect die when making a Stuck complication; okay.

If I shoot glue at all three, I add an extra 2d6 plus an extra 1d6 (right?), and I keep 3 effect dice.

Now here's the question: do I step up all of the effect dice (thanks to Afflict) or do I only step up one effect die?

Step up only one effect die, but you can narrate all of those complications as gluey gobs of goop.
