I wonder if it's maybe better to give Danny two power sets: one for his training, and another for his chi powers.

Your Power Set is a thematic sort of package of super powers and abilities, so when you want to use them in some new way, something that isn't specifically written down under the list of power traits, you can spend a PP and grab a stunt.
